    Nomura is a character in the Higurashi no Naku Koro ni series, and a member of the 'Tokyo' organization. She first appears after Koizumi dies in Shouwa 56(1981) and confronts Takano Miyo about the future of her research on the Hinamizawa Syndrome.

    Involvement

    Her true motive is to have the Old Koizumi faction in Tokyo fall down due to the Great Hinamizawa Disaster and the research project becoming a mess afterwards. She is shown to be a skilled manipulator of emotions, using Takano's grief and acting as though she understands in order to gain her trust and become the new backing up of the research institution.

    When the GHD occurs, Nomura promises Takano that she will be allotted a new research facility elsewhere and that she will be able to research as much as she pleases- however, Takano has her doubts as well and figures that she will probably be disposed of by the SDF one day (it is arguable that this is just a paranoid thought of hers as this was only articulated upon in late Matsuribayashi-hen).

    Nomura has been purposely plotting for Takano to make the GHD happen in order to make the Alphabet Project become questioned and ultimately have the Old Koizumi, Chiba and Okuno faction fall. She is not using her real name with negotiations and has several nicknames that she uses with different people i.e. speaking to the Chief Cabinet Secretary as 'Maizawa', etc.

    Although Takano bribed the Yamainu enough money to have them assist her in carrying out the GHD, it seems as though Okonogi is in direct contact with Nomura (under the codename 'Cuckoo') and is directly influenced by her as evidence by the 'backup scenario' (involving Takano committing suicide under the pretense of a 'gunfight breaking out') he presents to Takano during Matsuribayashi-hen.
